Quick question, have you installed the context packages in the guest VM?
If I add NIC in Ubuntu 16.04 after deploy - network don't start. Interface is down. Same problem and with add second NIC to VM..
Maybe it help. Every time network interface name is different interface config name.

I have the similar problem
It seems Opennebula contextualization does not working, if I undertood correctly how it works.
I have created a ubuntu template in Vmware and imported it using Sunstone, and I did the same with VM Virtual Network.
When I start the ubuntu machine the system does not apply the hostname, ip address config. remebering that I have instaled the https://github.com/OpenNebula/addon-context-linux/releases/download/v5.0.2/one-context-ec2_5.0.2.deb.
Please use the generic context package instead of the EC2 one:
