It is highly recommended to install the vmware tools in the guest OS, not only for mouse support but also for vOneCloud contextualization.
VNC vCenter Node Mouse Pointer
***Note - I first posted this in the OpenNebula support forum but was asked to redirect my question here.***
I'm in the process of testing vOneCloud 1.8 and I'm having mixed results with VNC and the mouse pointer, particularly with Windows as an OS. The mouse pointer will not respond in the VNC window. I've found evidence that suggests that VMware tools needs to be running. For example, once I install VMware tools on a Windows 2012 R2 guest OS, the mouse pointer through VNC starts responding. The context of this of course is using OpenNebula Sunstone.
Is it a requirement that VMware tools (or even open-vm-tools for Linux OS) be installed and running in order for the mouse pointer to work in the VNC console?

+1 on that. Make sure every template, no matter what the O/S, has VMware Tools installed. Everything works a lot smoother like this.
If it's one of the later Linux O/S, you might need to install Open VM Tools instead, but it works the same.
